This deal is not approved. Time expired on St. Louis before the trade was posted and agreed on. Andrew can jump back in and make a selection with that pick, but it cannot be traded after the fact.
I know we're dealing with 11th round here but the principle of the deal is the most important thing here. Chuck, your selection of Yeudy Garcia with that pick is not allowed. If you want to replace your 12th round choice with Garcia you may do that if you'd like.

For clarification go look at the 2015 trades specifically your trade on Jan 29th with you and Brewers. Same exact issue came up and Scott's ruling on the subject was posted. We do prob need to update the league constitution to reflect it.

Steve, that rule is if the pick has been skipped AND you've already maxed out your minors at 60, then you can't trade the pick. That makes sense. You can't use the pick yourself, so you can't trade it after the fact.
I, however, do not have 60 minor league players, and I can use the pick.

It's Scott's call but based on his comments from last year the issue was BOTH being maxed at 60 and the pick being expired. I could be wrong but pretty sure the decision was made that expired picks can't be traded.

I can see your point since you still owned the pick and had room for it, probably needs to be finalized and put in the constitution one way or the other since this issue has now come up 2 years in a row. The way I understood it Scott was pretty clear that there would be no trading of expired picks. I'm fine with however this get's decided just need to make sure were clear on it.

Thanks Steve. That's the thread I was remembering. Pretty much the same issue here. Pick traded after time expires.
My fault for not making this ultra clear before our draft. The Constitution WILL BE updated once this is decided.
I think there are two issues. Clock runs out on someone that has spots left on his roster (as Andrew does in this case), and the other being trading picks that you wouldn't be making after your roster is maxed at 60. We're talking about the first issue here.
Maybe it's just me but it just doesn't seem right to be able to trade something that has passed. We've always allowed an owner to jump back in and select a player after time has expired (heck, I just did this morning), but we haven't seen trades of these skipped picks. Steve's thread above shows that same case from last year and we had the same discussion.
I can make an executive ruling here but wanted to give Henry, Drew and others the chance to voice their opinion as well.

Those threads talk about trading a pick when BOTH time has passed AND you have 60 players already. That's what the rule is about, when both occur at the same time. This is pretty clear guys.

Just thought of this and this kind of makes this entire point moot. Since Andrew has space he could just go in and make the pick for chuck and then trade it to him for next years pick. Thinking of it like this makes me see Andrews point

Sure, that works. So for posterity purposes we'd be looking at something like St. Louis Cards officially selecting Leodys Taveras then trading him to Philly for 2017 11th rounder, right?
At least resolves this one.

So to make this official, here's what my Co-commish Drew and I are thinking...
Andrew drafts Yeudy Garcia with his past 11th rd pick, then trades him for Chuck's 2017 11th rd draft pick.
Hopefully this satisfies everyone.

You can because even if Garcia put you at 60 you traded him away there by freeing up a spot

Drew and Henry have already made their 12th round picks and you were skipped over there too. Please let's finish this up. Make a post in 11th round selecting Garcia. I will then process the trade to Philadelphia. Then make your 12th round pick if you're going to.
