I think after this year, most teams will be pretty close to the max of 60. I think it would be a good idea not to allow trading of picks during the draft. You can trade draft picks during the season and in the off season leading up to the draft. Then when you max out, the draft is over for you. What do you think ?

Only issue I see is that since trading is allowed spots can get filled and unfilled quite easily. I think I've traded for 4 prospects since the draft started so I went into the draft thinking i had enough space for all my picks and now due to those deals I no longer do. Also Im sure for a little compensation I could find an owner to take a few droppable prospects off my roster which would be another way to free up spots. Just something to consider.

Maybe the freezing of all trading during the minor's draft would be the way to go.

Another option is to have a 'filler' round after the 12th so people don't need to trade to fill unused minors roster space?

I would like to keep trades available during the draft. I think it promotes activity within the league and helps the draft process. I think these trades can help teams with needs they have on both their minors and majors rosters.
I think the best and simplest thing to do is not allow trades of picks that have passed and not allow trades of picks for teams that have a full roster and can no longer draft. I also don't think it'd be a bad idea to keep teams that don't have a full roster but decide not to continue drafting from trading their picks. They are basically saying they're leaving the draft and their picks should be treated as if they had a full roster and shouldn't be moveable. If a team with a full roster makes a trade that frees up some minors space then let that team reenter the draft in their slot they previously had at the time that slot would occur next.
Say I'm full at 60 after round 6 pick 3. I'm content with that and don't pick for a few rounds. These rounds I can't trade to anyone because I don't have a pick due to my full roster. Then I get an offer to give up Byron Buxton for the Dayton Dragons mascot, which I would accept of course, and free up one minors spot. During the time of approval by an admin the draft is currently in round 9 on pick 13. My next slot, which I gain back by freeing up a minors spot, would be round 10 pick 3. I can make that pick now that it's active again, trade it, or state that I'd like to refrain from drafting and not reenter the draft.
I'm okay with any decision that keeps trading active during the minors draft but I don't like the idea that people can move draft picks that they can't use themselves because of a full roster.

I think the only changes needed are...
1. If you don't have any roster spots then you don't have any picks. If u make a trade to open up a spot u get access to whatever your next pick is.
2. Once a pick clock runs out it can't be traded or used if you had no spots at the time the pick expired

The only change needed would be this:
"Once a pick clock runs out it can't be traded or used if you had no spots at the time the pick expired" The picks belong to the team and should be able to be used in trades.
