There is no penalty when you waive one to the minors. He just needs to pass through waivers.

If you're releasing him you can't do that in this thread. This thread is for waiving him to minors.
Once UFA is over, then you can release whomever you want but that will have to be in a separate thread and that's where you'll post any cap hit.
