Can I ask a general question as the prospect tags are becoming relevant for the first time? Will be allowed to apply a prospect tag as well as a franchise tag or is it either/or? If the former it is a big deal we have to think about, if the latter it still matters but much less so. I have a feeling this was discussed at some point but not sure whether we came to a conclusion. I'm ambivalent but worry a little that free agency will become a complete dead zone if we allow too many keepers. I guess to offset this we could say that if you use your PT and FT, you can't RFA anyone? Anyhow, I'm happy to go with the consensus but would be good to have something set in stone

let's discuss here. Prospect Tags will be used for the first time following the 2017 season. These are players who would have started as minor leaguers in 2013 and had 4 years of $500K salaries from 2014-2017. In 2018 these players are set to become free agents but each owner has the opportunity to retain one player per season with a Prospect Tag. It would be $3M the first season (2018 in this case) and then $5M the 2nd season (2019 in this case).
The Prospect Tag is different from a Franchise Tag, which allows you to keep a free agent for an additional 1-5 years at $15M per season.
Starting in the offseason following the 2017 season each owner is allowed 1 Prospect Tag and 1 Franchise Tag (in addition to 2 RFA tags) per season. Each is different.
I believe the only question that needs to be addressed is whether or not you should be allowed to place a Franchise Tag on a player who's already received a Prospect Tag.
Free Agency will not become a complete dead zone with owners allowed to use these tags. Sometimes there won't even be a player eligible to have a Prospect Tag. Sometimes owners won't use a Franchise Tag, and often times owners don't get to retain their RFA tags because they don't match the free agent contract.

Free agency is actually going to become more plentiful starting next year. Currently, we have a lot of guys who started in DD1 with 5 or 6 years of control. Going forward, 4 years will be the maximum for initial contracts unless a prospect tag is used (of which there will be only 1 per season). So essentially, instead of every single player being retained through arbitration, only 1 per team per year will be.
