Cap penalty of 1M in '16....ARB eligible limits future responsibility.

Parker, like Conger was arb eligible. Only responsible for this year.

But this was not the first year of Parker's contract. He was 15:$1M, 16:$2M, 17:$3M last year and I'm guessing without looking he may have been $500K in 2014. So this is only a 25% cap hit for the remainder of this season.
