Per our rules, a Restricted FA that is not offered a contract in the alloted time is offered to the restricting owner at his major league contract. Cleveland Nationals have the option to retain Smith at 15:$6M, 16:$6.75M, 17:$7M club option ($0.25M buyout). Should Rob choose not to retain, Smith will become a regular free agent.
