Are we talking about the Brewers' pick that was already skipped this round because his Minors roster is already maxed at 60?

We're just about to the end of the 7th round. Currently Andrew (St. Louis) is on the clock with his 7th round pick. We've already passed Rich's pick way earlier int he round and he's maxed out at 60 already. I would not have a problem with this deal if it came in before Rich's pick would have been OTC, but this seems way after the fact. I'd lean towards saying we need to move on and not allow this deal. Would like Drew's thoughts too please.
Having said that, it makes me realize we need to button up our rules for trading picks, before and during a draft, and especially those from teams who have maxed out their Minors rosters.

How is this even an issue?
If we allow maxed out teams to trade in the first place, when the pick is worthless to them anyway, why do we care that "they can jump back in anytime" vs. the pick being currently on the clock
i can see outlawing these trades in the future, as well as the trades you've made, but now isn't the time to make an arbitrary decision

Andrew, only problem here is the trade was made AFTER the pick would have needed to be made with the original OTC time. I'm not even going to the "jump back in any time rule" discussion here.
We'll make this better moving forward. Yes, I've pulled in some extra picks as well, but before they came up.
If you're willing to give up a 2016 pick right now, that's fine. Go for it. Make the pick. We'll have to come up with a clear understanding of what picks can and can't be traded, and when, before next year's draft.
Make your pick. I'll adjust the order.
