So what's the date for roster locking? I'm thinking of potential moves like Justin upton, player resigns (for contract statuses). Well need to pick a point in time to determine the snapshot of the franchises were all picking.

As soon as we have 15 and everybody's picked their first franchise, I'm thinking rosters lock at that point. Hopefully this will be done in the next couple of days.

It's going to be before Spring Training begins. If I'm targeting to begin our Initial Free Agent Draft to complete 40-man rosters on Monday 2/4, they have to be locked before that.

also what is the cut off for arbitration players? Right now it looks like the proposal is to pay arbitration eligible players 1,2, and 3 million per year (usually a bargain). For example, Mitchell Boggs just avoided arbitration by signing a one year 1.475 million dollar deal for his first year. Obviously I would prefer 1 million, and since some players settle earlier than others or dont settle at all, there's an advantage to settling after whatever deadline we pick.
I think we need to decide to either ignore all the settlements this year and use 1-2-3 or allow all settlements and arbitration hearings for this year and then use 2-3 for next year if applicable

I want to have as many real MLB contracts going into this initial season as possible. Sure we'd all prefer the $1M option as opposed to the settled $1.475M, but now we have that data and it's pertinent to the way I was hoping to have this league setup.
To me, the longer we can hold out on locking this, up until we have to name our keepers (which is going to be within the week), I think the better.
So in this case I would prefer to allow the settlements this year (up until we've locked) and use the 2 - 3 for next year if applicable. I know I'm using the $9M for Ellsbury he just settled on as opposed to the projected $8.05M that we've had for a while now.
