Figured I'd throw this out there for discussion. I think we need to have a bit more clarification for these players as something related to this always seems to pop up either preseason or in-season. How do we handle International signees?
We all should be clear that any International signee (a player that has been signed to an MLB franchise) is:
1) Eligible to be drafted in our offseason (or preseason, however you look at it) Minor League draft IF player has signed with a team BEFORE we begin the draft. In the case of 2014, Masahiro Tanaka had not signed with the Yankees prior to our beginning the draft so he was NOT eligible for being selected in that draft. Players such as Tanaka who sign after our Minors draft has begun ARE eligible to be signed as a Diamond Duos free agent during our FA contract period before the season begins.
2) Eligible to be drafted in the following season's Minor League draft if player signs with MLB franchise after we've begun our Minor League draft, AND still has less than 130 AB, 50 IP, or 20 pitching appearance in the Majors.
But herein lies a dilemma...What about players signed after our MiLB draft that make the big leagues in season?
My opinion - If an International player signs with an MLB franchise AND makes the Major League team's roster during the season, I believe said player should be able to be offered a free agent contract in-season via our blind bidding offer system. This should only be allowed if a player is in the Majors. I don't think in a league as deep and intricate as ours that we should have to keep these players "unrosterable" for however long it may be in-season if they're actually contributing on the major league level. Again, I'm pushing for this International signee rule ONLY for those players signed after our MiLB draft and preseason FA offer period, but that make the major league squad in-season.
The only mention in our current Diamond Duos League Constitution relating to this is:
In Season - A Free Agent is any player not listed on any franchise's roster following the Initial keeper selection and player draft that sets each team's 40-man roster. A free agent can be any professional baseball player, major league or minor league that has already signed a real-life professional MLB contract, which includes contracts with MLB team affiliates (minor league teams). International players that have not signed with a MLB franchise are not considered Free Agents in this league and are not eligible to be bid on.
The problem is this clause does NOT address International players that have signed.
EXAMPLES:
Aledmys Diaz signed with STL after our Minors Draft began but has not been promoted to the major league team. He will be eligible for next year's Minors draft (or Free Agent offer period if not selected in Minors draft), but cannot be signed to a FA offer during 2014 unless he makes the STL major league squad.
Odrisamer Despaigne signed with SD after our Minors Draft began AND has made the SD major league team during this season. My argument here is that he should be eligible to be signed as a Free Agent based on our In-Season blind bidding FA system. If he's not signed in-season by a Diamond Duos franchise, then he would be eligible for next season's Minors Draft (if still under 50 IP, 20 appearances) or next year's preseason FA offer period.
Please let me know your thoughts. Always looking to make adjustments for the betterment of our league. I am happy to put this up as a voting poll if we feel that should be the next step, OR if it's something we feel should just be adopted or not.
