Per the emails, it was one last chance prior to RFA. Trading opened up between the RFA and regular FA bidding on Friday, but releasing was still prohibited.

This was in my email to the league from early Saturday evening 2/22 at 6:22pm EST.
Also, if you feel you want to Outright a player to waivers in hopes of getting him off your 40-man roster, feel free. You're still on the hook for the salary, and remember, any team can claim within 48 hours and accept the player and contract as is. We are not going to be releasing or dropping any players at this point prior to UFA. Once UFA is complete and we're getting ready to head into the season, you'll be able to release players and be responsible for part of their contract (50% if it's player signed this year, or 25% for any remaining years on a contract from a player that was signed prior to this year).
I know Adam posted some Colorado Rays moves a few hours later Saturday night (which I have not processed yet), and Steve posted his earlier today.
I honestly don't think these releases can happen now. After we complete unrestricted free agency and all teams have at least 37 players, then I think we're good to go with releasing anyone. One of the reasons we all wanted trading to be open now was to give flexibility in clearing cap space if you need. Do it by trade and not releasing right now.

Don't see what the issue is when it's occurring before free agency. Just like trading I'm freeing up salary, also since I'm doing it before free agency the players released are available for pick up

As we all know in fantasy leagues, you can't make everybody happy. I might be looking at this situation here.
I don't believe you're looking at this in the same manner as I am. This is not happening before free agency. Our free agency began last Saturday February 15 when the Restricted Free Agents were opened for bidding and teams began offering contracts. I am not making a distinction between that and the Unrestricted Free Agency set to begin later this week. Once we began the contract offer period, releasing of players is not allowed. Releasing of players is an easy way to free up salary and everyone had the same opportunity to do this back in December and January when I was contacting the league, making sure people were ramping up for upcoming deadlines and offseason activities.
We just recently opened trading, per an overwhelming 11-2 vote to allow it, and this is what we all have now as an option to free up salary. Or if you want to "Outright to Minors" to free up a roster spot, you may attempt that as well. This does NOT free up salary as you're still on the hook for it, even if the player does clear waivers and reach your Minors system.

I guess it is what is. But it's a joke I understand since more than 1/2 the league doesn't want to do a release at this time I prob won't have the votes to change it but I shouldn't have too. There is a HUGE difference between RFA and FA and for all the reasons that everyone wants trading allowed you should be able to make releases. You don't know who you will or won't get in RFA so afterwards you should have the option to re calibrate your roster and make changes to prepare for FA.

As I posted in other thread this point is moot. I'm allowed to go over my cap by 10M I'll fix it before the season starts. IMO I would think we'd rather know what players are being released before FA if possible but in the end I don't care either way.
